TOWN OF UTICA ~ TOWN BOARD MEETING MINUTES January 9, 2012 DRAFT 1. CALL THE MEETING TO ORDER The January 9, 2012 meeting was called to order by Chairman Len Schmick at 7:30 p.m. at the Utica Town Hall. Len Schmick - Chairman; Chuck Kuhrt - Supervisor #1; Donavon Bradley - Supervisor #2; Brenda Morrell – Deputy Treasurer; and Jenny Sonnleitner - Clerk were present. 12 citizens were in the attendance. 2. PLEDGE OF ALLEGIANCE 3. APPROVE DECEMBER 12, 2011 MINUTES & MEETING OF THE ELECTORS’ MINUTES The minutes of the December 12, 2011 Town Board Meeting Minutes were reviewed. Chairman Schmick made a motion, seconded by Supervisor Kuhrt to accept the minutes as presented. 3 ayes, 0 nays – Carried 4. AFFIDAVIT OF POSTING 5. APPROVE TREASURER’S REPORT FROM DECEMBER Brenda Morrell read the report. Receipts: $496,513.66; Disbursements: $67,954.74; Checkbook Balance: $575,495.05. Chairman Schmick made a motion, seconded by Supervisor Bradley to accept the Treasurer’s Report as read. 3 ayes, 0 nays - Carried 6. ADOPT AGENDA 7. PUBLIC FORUM Kevin Fritz – The curve on Banville Road has dead/broken trees pushed along roadside. 8. REALLOCATE FUNDS Transfer $64.42 from Clerk account to Treasurer account. Chairman Schmick motioned to accept transfer, seconded by Supervisor Bradley. 3 ayes, 0 nays - Carried 9. APPROVE JANUARY SETTLEMENT PAYMENTS Chairman Schmick motions to accept, seconded by Supervisor Kuhrt. 3 ayes, 0 nays – Carried. 10. STRAY ANIMAL POLICY Having issues with citizens taking strays to the Humane Society and the Town being billed for it. There was no approval by the Constable or the Board with two incidents. Our contract with the Humane Society states a citizen needs approval by the Constable, Chairman or Supervisor to take an animal in. The fault was by the Humane Society and the Clerk will contact the Humane Society and discuss the contract details and hope to void the bill. 11. CONSTABLE REIMBURSEMENT The Constable has either found the owner or found a good home for each animal he has gotten a call for. $15 flat fee per call and $25 if traveling to the Humane Society. Chairman Kuhrt motions to accept fees, seconded by Chairman Schmick. 3 ayes, 0 nays - Carried 12. APPROVE LIQUOR LICENSE No paperwork received, table until next month. 13. ACT 97 – EFFECTIVE DECEMBER 21 – CHANGE IN SELLING HOURS FOR CLASS A LIQUOR LICENSE HOLDERS Board approves to follow the revised State law. 14. TOWN HALL REMODEL UPDATE Town Hall is getting repaired 15. TOWN WEBSITE UPDATE Chairman Schmick motions to upgrade to a newer system for Clerk and Treasurer to utilize the website, seconded by Supervisor Bradley. 3 ayes, 0 nays – Carried. 16. REPORTS: A. BOARD OF APPEALS B. FIRE DEPARTMENT/EMS 1) Defibrillator Update 2) 38 Fire/EMS calls for 2011 C. PLAN COMMISSION 1) Winnebago County Zoning Meeting at Utica Town Hall – January 10 4-7pm to verify maps: Those with dual zoning choose the zoning they prefer for their property – Eight property owners are affected 2) WES KRANZ UPDATE – Will discuss at the next Planning/Zoning workshop D. EDUCATIONAL OPPORTUNITIES 1) WisLine classes (listed in WTA monthly report) 2) Training for Chief Election Inspectors January 26 in Fond du Lac – 4 signed up 3) Zoning workshop for Board of Adjustment/Appeals – Who will attend & want book? Attending: Len Schmick, Nelson Hinz, Bob Potratz, Ron Meier, Lyle Forsgren, Walt Whiting & 3 books for the Town Chairman, Planning Chairman, and Town Hall. - motioned by Chairman Schmick, seconded by Supervisor Kuhrt. 3 ayes, 0 nays – Carried. 17. COMMENTS ON WISCONSIN TOWNS ASSOCIATION MONTHLY REPORT Attended meeting at the Town of Nekimi last Thursday and received a lot of legislative information. 18. ITEMS FOR INCLUSION IN NEWSLETTER A. STRAY ANIMAL POLICY, all dogs within the Township need to be licensed. If you still need a license, contact Deputy Treasurer Brenda Morrell at 589-4110 with vaccination and payment. See townofutica.org for costs and more info. B. Contact Deputy Treasurer Brenda Morrell with any tax questions C. Watch for our new and improved website 19. FUTURE AGENDA ITEMS A. Town Hall Rental – Mark & Tammie Borgardt would take care of the reservations. B. Legal to add an extra fee to dog tags to help with Constable costs for next year? 20. APPROVE PAYMENT OF BILLS FOR JANUARY Motioned by Chairman Schmick, seconded by Supervisor Kuhrt. 3 ayes, 0 nays – Carried. 21.
