TOWN OF UTICA TOWN BOARD MEETING MINUTES April 12, 2010 1. CALL THE MEETING TO ORDER. The April 12, 2010 meeting was called to order by Chairman Nelson Hinz at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2; Betty Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. 19 citizens were in the audience. 2. APPROVE MARCH 8, 2010 AND MARCH 16, 2010 AND MARCH 20, 2010 MINUTES. The minutes of the March 8, 2010 Town board meeting were reviewed. Supervision Paschke made a motion, seconded by Supervisor Marohn to accept the minutes as presented with the exception of clarification of # 5 with regard to the stop sign reference to read the stop ahead “sign on Fisk Ave. approaching Elo Road”. 3 ayes and 0 nays. Carried. The minutes of the March 16, 2010 Insurance meeting were reviewed. Supervisor Marohn made a motion, seconded by Supervision Paschke to accept the minutes as presented. 3 ayes and 0 nays. Carried. The minutes of the March 20, 2010 Town audit meeting were reviewed. Supervision Paschke made a motion, seconded by Supervisor Marohn to accept the minutes as presented. 3 ayes and 0 nays. Carried. 3. APPROVE TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $916.08. Disbursements were $38,437.61. The checkbook balance is $188,164.21. Supervisor Marohn made a motion, seconded by Supervisor Paschke to accept the Treasurer’s Report as read. 3 ayes and 0 nays. Carried. 4. ADOPT AGENDA. 5. PUBLIC FORUM. • Sue Rosenmeier commented on the Newsletter and is interested in the water testing. • Walt Whiting commented on insurance carrier and whether fire department would be informed of coverage. Also wanted to know about farmland preservation meetings. • Officer was present with nothing to report and no questions asked. 6. ROAD INSPECTION DATE. Road Inspection date is set for April 15, 2010 8.a.m. Board members will meet at the town hall and then head out to inspect roadways. 7. LAWN MOWING CONTRACT. • Terry Culver • Brian Trebiatowski Contracts were reviewed by the Board for each of the above participants and after discussion a motion was made by Chairman Hinz, seconded by Supervisor Paschke to accept the 2 year contract prepared by Brian Trebiatowski for lawn mowing. 3 ayes and 0 nays. Carried. 8. TREE TRIMMING. Chairman Hinz had called Kevin Cady about the maintenance of the trees on the town roads. Kevin was at the meeting to discuss. The Town board is to mark the trees that need trimming as they do the road inspection. Town asked Kevin for pricing but he said pricing would be determined based on the type of work and how much there is to do. Kevin will prepare a ballpark estimate of what he thinks the costs would be to get the work done once the trees are marked. He said he is fully insured. 9. RIPON TRUCK ROAD WORK QUOTE. Kevin Lieske of Ripon Truck was present at the meeting. He presented a road maintenance price list for various projects for the town roads. Board tabled this decision until the May meeting and after road inspection so the Board is more aware of how much and what roads need work. 10. EXCLUSIVE AGRICULTURAL MAPPING TERRITORY. There was a presentation by Martenson & Eisele, Inc. on the revised Chapter 91 Farmland Preservation Program (“Program”) adopted into law on June 30, 2009 which created changes for zoning. The County must complete their Farmland Preservation Plans by the end of 2011, for which Towns will need to give their input and be consistent with the Future Land Use Plans. The main message presented was to make the Town aware of the need to get out and talk to the farmers about the positives and negatives about leaving land in exclusive farmland use. Conversion fees after the new Program goes into effect could get quite pricy. A farmer that continues with exclusive agricultural zoning to claim a farmland tax credit will requires a town to have a state certified zoning ordinance. It can be advantageous for a town to amend their ordinance as soon as possible rather than wait until the deadline for the county farmland preservation plan to be certified. With correct zoning ordinances, conditional use permits allow some exclusions for conversions. Questions and answers regarding the Program will be posted on the website. 11. ITEMS FOR INCLUSION IN NEWSLETTER. Dates of upcoming meetings Water and Radon testing – contact by end of the month if you want to participate. Town needs at least 20 interested citizens to conduct tests. 12. REPORTS: • Board of Appeals. none • Fire Department. none • Plan Commission. No meetings – still working on changes to the ordinances with Attorney • Educational Opportunities. April 28th, Omro Town Hall 6:30 – regarding Farmland Preservation Program 13. APPROVE PAYMENT OF BILLS. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to pay the bills as submitted by the Clerk. 3 ayes and 0 nays. Carried. 16. ADJOURNMENT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to adjourn. 3 ayes and 0 nays. Carried.
