TOWN OF UTICA TOWN BOARD MEETING MINUTES April 13, 2009 1. CALL TO ORDER. Chairman Nelson Hinz called the April 13, 2009 meeting to order at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman, Kathy Paschke, Supervisor #1, Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 26 Citizens were in the audience. 2. SWEAR IN NEWLY ELECTED TOWN OFFICIALS The following Town of Utica officers were elected April 7, 2009 for a two-year term and signed form EB-154, Official Oath: Chairman, Nelson Hinz; Supervisor #1, Kathy Paschke; Supervisor #2, Fredrick “Bud” Marohn; Treasurer, Betty Messerschmidt; Clerk, Jack Clarke and Constable, Robert Davis. 2. APPROVAL OF MINUTES. The minutes of the March 9, 2009 meeting were reviewed. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the minutes. Carried. 3. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Disbursements were $49,106.05. Receipts were $3,862.27. Check book balance is $150,867.10. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the Treasurer’s Report. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM · Several residents shared that the County has not done a good job of plowing this past winter. · A resident shared that Winter Road does not get plowed. · Other residents praised the snow plowing efforts of Ripon Truck. · A resident asked who was responsible for repairing road signs that were knocked down. · A complaint was shared regarding trucks using their Jake brake on County Road M South of State Road 44. 6. ADOPT ORDINANCE REVISING SECTION 12(B)(3) OF THE TOWN OF UTICA ZONING ORDINANCE. No action taken. 7. ADOPT ORDINANCE CLARIFING DEFINITIONS USED IN THE TOWN OF UTICA ZONING ORDINANCE. No action taken. 8. ADOPT ORDINANCE PROHIBITING PUBLIC NUISANCES IN THE TOWN OF UTICA. No action taken. 9. TAX REVIEW. Clerk Clarke shared that he gave the Town Board incorrect information regarding the value of property in the Town. This incorrect information presented an incorrect mill rate for the Town. The correct mill rate is $2.53. He stated that the tax bills were correct for the amount of money required to meet the budget the Town adopted. Clerk Clarke apologized to the residents for his error. 10. ROAD MAINTENANCE REPORT. Chairman Hinz gave a report regarding the road inspection taken the morning of April 13, 2009. The County Highway Department is working on a proposal with costs to be presented at the May Board Meeting. 11. LAWN MOWING CONTRACT. Quotes were received from ANK Farms, LLC, Nature’s Choice Lawn Care, LLC and Brian Trebiatowski to provide lawn-mowing services to the town property. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the quote of $200.00 per mowing and award a contract to ANK Farms, LLC for the 2009 season. Carried. 12. SALE OF FIRE TRUCK. Chairman Hinz shared that the old fire truck tanker was sold for $3,700.00 13. REPORTS: 1. Board of Appeals. · No activity. 2. Fire Department. · Chief Hunter advised residents to use caution due to windy and dry conditions. 3. Plan Commission. · No activity. 4. Educational Opportunities. · Wisconsin Town Lawyers Conference. Madison, April 24, 2009. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to send Chairman Hinz to this Conference. Carried. · WTA Urban Towns Comm. Oshkosh, April 25, 2009. No one will attend this meeting. · Town Officials Workshop – Ripon, WI, May 6, 2009. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to send Chairman Hinz, Treasurer Messerschmidt, Clerk Clarke and Janet Davis to this Workshop. Carried. 15 CORRESPONDENCE. Chairman Hinz shared that there have been a rash of break-ins in our area. 16 PAYMENT OF BILLS Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills. Carried. 17. ADJOURNMENT Supervisor Marohn made a motion, seconded by Supervisor Paschke, to adjourn. Carried.
