TOWN BOARD MEETING MINUTES
April 14, 2008
1. CALL TO ORDER
The April 14, 2008 meeting was called to order by Chairman Nelson Hinz
at 7:20 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy
Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty
Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 19
Citizens were in the audience.
2. APPROVAL OF MINUTES
The minutes of the March 10, 2008 meeting were reviewed. Supervisor
Marohn made a motion, seconded by Supervisor Paschke, to accept the
minutes of the March 10, 2008 minutes. Carried.
3. TREASURER’S REPORT
Treasurer Messerschmidt read the Treasurer’s report. Receipts were
$46,823.15. Disbursements were $37,689.80. The check book balance is
$144,191.69. Supervisor Paschke made a motion, seconded by Supervisor
Marohn, to accept the Treasurer’s Report. Carried.
4. ADOPT AGENDA
Chairman Hinz read the Agenda for the meeting.
5. PUBLIC FORUM
A resident thanked the Town Board and Clerk Clarke for their support
of the Green Meadow School issue.
Mr. Cecil Streeter, candidate for Assembly, representing the
Fifty-Third District, asked for support from the residents of the
Town.
6.CONSIDER LIVESTOCK ORDINANCE.
After some discussion, Supervisor Marohn, made a motion, seconded by
Supervisor Paschke to accept and approve the proposed Livestock
Ordinance. Carried.
7.CONSIDER LAWN MOWING CONTRACT FOR THE TOWN HALL PROPERTY.
Terry Culver, representing ANK Farms, 2110 Elo Road, Pickett,
presented a proposal that his organization would mow the Town Hall
lawn @ $220.00 a mowing with cleanup @ a rate of $30.00 per hour.
Supervisor Marohn, made a motion to hire ANK Farms at the proposed
cost to take care of the Town Hall lawn mowing for 2008, seconded by
Supervisor Paschke. Carried.
8. CONSIDER WAGE INCREASES FOR THE MEMBERS OF THE FOLLOWING
COMMITTEES.
Chairman Hinz made a motion regarding the following:
Plan Commission - No Change, keep the wages at $50.00 each, for the
Chair and Secretary and 16.00 each for the members of the Plan
Commission, per scheduled monthly meetings.
Boards of Appeals - No Change, keep the wages at $16.00 each, for the
members of the Board of Appeals, per scheduled meetings.
Boards of Review - No Change, keep the wages at $8.00 per hour each,
for the members of the Board of Review, per the scheduled Board of
Review meetings.
The motion was seconded by Supervisor Marohn. Carried.
9. CONSIDER COMPENSATION AND EXPENSE REIMBURSEMENTS FOR:
Zoning Administrator - Supervisor Marohn made a motion to reimburse
the Zoning Administrator for mileage for travel when conducting Town
business. Seconded by Supervisor Paschke. Carried.
Constable - Discussion was tabled to a future meeting.
Other Town Employees - No Change, keep the wages at $7.50 per hour
10. APPROVE LIQUOR LICENSES.
Supervisor Marohn, made a motion, seconded by Chairman Hinz, to
approve a temporary liquor license for the Pickett Lions Club.
Carried.
11. RESOLUTION TO ENFORCE “MEMORANDUM OF UNDERSTANDING” WITH
WINNEBAGO COUNTY.
Tabled
12. REPORTS.
1. BOARD OF APPEALS.
a. No report
2. FIRE DEPARTMENT.
a. Fireman Dan Hinz indicated that the new Pumper would be here in
May.
3. PLAN COMMISSION.
a. Supervisor Marohn shared that there was discussion regarding wood
burners and a change of meeting dates.
4. MEETINGS AND EDUCATIONAL OPPORTUNITIES
a. Lawyers Conference, Madison, April 25, 2008.
b. West Side Arterial Corridor informational meeting, April 24, 2008
at 9:00 a.m. at the county Highway Shop.
13. CORRESPONDENCE
A letter was received from Winnebago County Sheriff Brooks, offering
to send an Officer to our meeting, to talk about several items which
may be of interest to our residents.
14. PAYMENT OF BILLS
Supervisor Marohn made a motion, seconded by Supervisor Paschke, to
pay the bills. Carried.
15. ADJOURNMENT
Supervisor Paschke made a motion, seconded by Supervisor Marohn, to
adjourn. Carried.
