TOWN OF UTICA TOWN BOARD MEETING MINUTES December 14, 2009 1. CALL TO ORDER. The December 14, 2009 meeting was called to order by Chairman Nelson Hinz at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. 11 Citizens were in the audience. 2. APPROVAL OF NOVEMBER 9, 2009 BUDGET HEARING MINUTES. Minutes were determined to be OK by the board but will need to be approved by the townspeople at the annual meeting. 3. APPROVAL OF NOVEMBER 9, 2009 TOWN MEETING MINUTES The minutes of the November 9, 2009 budget meeting were reviewed. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the minutes. 3 ayes and 0 nays. Carried. 4. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $20,700.67. Disbursements were $29,561.66. The checkbook balance is $82,213.45. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the Treasurer’s Report as read. 3 ayes and 0 nays. Carried. Discussion by the board to make the public aware that animals are to go through the constable before being taken to the animal shelter. 5. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 6. PUBLIC FORUM. No Discussion 7. DISCUSSION ABOUT ZONING ORDINANCE CHANGES FOR SETBACK LIMITS. Attorney Sorenson is to go through zoning book in February with plan commission. Revisions will be presented at the March meeting. 8. NOMINATION OF ELECTION OFFICIALS AND DETERMINATION OF MINIMUM NUMBER OF ELECTION OFFICIALS REQUIRED TO WORK AT POLLING PLACE. Supervisor Marohn made a motion, seconded by Supervisor Paschke to approve the list of 14 poll workers as presented by Clerk Morrel. If these do not accept we will find more at that time. Clerk Morrell will determine the number of poll workers necessary for each election. 3 ayes and 0 nays. Carried. 9. WINNEBAGO COUNTY INDUSTRIAL DEVELOPMENT BOARD GRANT. Supervisor Paschke made a motion seconded by Supervisor Marohn to give the Industrial Development Board grant money to the City of Omro for 2010. 3 ayes and 0 nays. Carried. 10. APPROVE SNOWMOBILE CROSSINGS ON TOWN ROADS. Supervisor Marohn made a motion, seconded by Supervisor Paschke to approve the use of Ripple Road for snowmobile crossing for the 2010 snowmobile season. 3 ayes and 0 nays. Carried. 11. TAX COLLECTION DATES. 12-26-09 from 10-3 at town hall 12-31-09 at Betty’s home 1-30-10 from 10-3 town hall 12. REPORTS: a. Board of Appeals. Variance for Bob Mitchell was granted on November 18, 2009. b. Fire Department. Ed will put up any new fire numbers in the spring. He has a volunteer for shoveling at the fire department. Ed is retiring; therefore, at the next meeting in January a new chief will be voted in. c. Plan Commission Wes Kranz meeting on December 3, 2009 – wants to be re-zoned to be able to run a special needs farm. There were many issues discussed at the meeting. The committee is working with him to try to rectify these issues. d. Educational Opportunities. 2010 WTA District Meeting, Friday, February 5th, 2010 – will decide who is going at the January meeting. Winter 2010 Baseline Chief Inspector Training, January 21, 2009 at Omro City Hall from 9-1. January 7, 2009 is the Towns association meeting at the town of Vinland - they will be discussing City of Oshkosh and annexation. 13. CORRESPONDENCE. a. Notice from TOWN Web Design, Inc. stating that the Governor passed into Law Act 68 stating that a municipality can use their web site as an official place to publish the notices regarding revaluations and assessments. b. Notice of Public Hearing at the Winnebago County Courthouse, Oshkosh, WI on Wednesday, Dec. 16th, 2009 at 6:30 by the Winnebago County Planning and Zoning Department who is requesting a Land Use Plan Amendment for future land use maps for various Cities, Villages and Towns in Winnebago County. c. Mileage rate for 2010 set by government at $.50 /mile. d. Cell phones can now be registered with county (vs. a landline) for those that do not have a landline for emergency broadcasts. e. Items to add to the newsletter every month – make a point to get to Pickett Community Center for inclusion in the newsletter. A Police Officer was in attendance at the meeting – Betty Messerschmidt asked if the officer should have come to her house when there was an accident which caused damage to her lawn. Officer responded that they should have and he would communicate that to them. Asked about burglary situation in this area– (18 have been reported in the past couple of months). Officer stated that they are looking for a white full size van and a grey primer truck and a maroon Crown Victoria 1987 model. Call in any suspicious activity to the police. They are considered armed as they are stealing handguns and TV’s etc. They are driving around the county looking for dark houses between 4-8 o’clock. They are using a pillow case from a bedroom to steal the property. They are hitting areas where the police are not. Lock ALL doors, leave lights and TV on in house while gone for short periods of time. 14. APPROVE PAYMENT OF BILLS. Supervisor Paschke made a motion and seconded by Supervisor Marohn to void check number 032047 to the Winnebago Towns Association for Urban Town Dues. 3 ayes and 0 nays. Carried. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to pay the rest of the bills as submitted. 3 ayes and 0 nays. Carried. 15. ADJOURNMENT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to adjourn. 3 ayes and 0 nays. Carried.
