December 8, 2008 Town Board Meeting
TOWN OF UTICA TOWN BOARD MEETING MINUTES December 8, 2008 1. CALL TO ORDER. The December 8, 2008 meeting was called to order by Chairman Nelson Hinz at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 14 Citizens were in the audience. 2. APPROVAL OF MINUTES. The minutes of the November 10, 2008 meeting was reviewed. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the minutes. Carried. 3. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $19,223.28. Disbursements were $24,387.7. The check book balance is $30,497.07. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the Treasurer’s Report. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM. No Comments were presented. 6. WINNEBAGO CO. HIGHWAY COMMISSION MEETING It was announced that the posting of County Road FF is on the agenda of the Winnebago Co. Highway Commission meeting December 15, 2009 @ 9:00 AM. 7. SALE OF FIRE TRUCK. Due to the time of the year, a decision was made, to wait until spring to offer the 1982 Tanker for sale. 8. RUSTIC ROAD SPEED LIMIT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to post the speed limit on Mountain Road at 45. Carried. Chairman Hinz will take the Boards input and rewrite the ordnance and bring it to a future meeting for adoption. 9. APPROVE SNOWMOBILE CROSSINGS ON TOWN ROADS. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to approve snowmobile crossing at Ripple Road near the rail road tracks. 10. VACATE SANITARY DISTRICT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to schedule a public hearing at 7:15 p.m. on January 12, 2009 to share with the public the details of vacating the sanitary district. Carried. 11. GARBAGE AND RECYCLING CHANGES. Information regarding the new calendar and explaining the new process will be sent out with the tax bills. 12. TAX COLLECTION DATES. Tax collection dates will be announced in the instruction letter with the tax bill. 13. TOWN CAUCUS DATE. The Town Caucus will be January 19, 2009 @ 7:30 PM. 14. DEPUTY CLERK POSITION. Clerk Clarke shared that he would be looking for a person to become a Deputy Clerk to assist him when needed. 15. REPORTS: 1. Board of Appeals. a. No report 2. Fire Department. It was reported that the Fire Department received a Grant. (Details of the grant to be shared at the January Board meeting.) 3. Plan Commission. a. No report 4. Educational Opportunities. Chairman Hinz and Plan Commission Secretary, Shirley Gallert attended the Energy Conservation/Production session on November 11, 2008 in Stevens Point. Topics discussed included Wood burning stoves, Ethanol, Bio-diesel, a model for a solar ordinance, and a model for a wind ordinance. 16. CORRESPONDENCE Beginning on January 1, 2009, the IRS mileage allowance will be 55 cents per mile. 15. PAYMENT OF BILLS Supervisor Paschke made a motion, seconded by Supervisor Marohn, to pay the bills. Carried. 16. ADJOURNMENT Supervisor Marohn made a motion, seconded by Supervisor Paschke, to adjourn. Carried.
