TOWN BOARD MEETING MINUTES
February 11, 2008
1. CALL TO ORDER
The February 11, 2008 meeting was called to order by Chairman Nelson
Hinz at
7:25 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy
Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty
Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 24
Citizens were in the audience.
2. APPROVAL OF MINUTES
The minutes of the January 14, 2008 meeting were reviewed. Supervisor
Marohn made a motion, seconded by Supervisor Paschke to accept the
minutes of the January 14, 2008 minutes. Carried.
3. TREASURER’S REPORT
Treasurer Messerschmidt read the Treasurer’s report. Receipts were
$901,398.66. Disbursements were $587,117.97. The checkbook balance is
$969,992.12. Supervisor Paschke, made a motion, seconded by Supervisor
Marohn, to accept the Treasurer’s Report. Carried.
4. ADOPT AGENDA
Chairman Hinz read the Agenda for the meeting.
5. PUBLIC FORUM
A resident asked the Board to consider supporting the Town of Nekimi
regarding the Green Meadow School issue.
Winnebago County Supervisor, Bernard Egan shared that the completed
Park View Health Center ribbon cutting ceremony is Friday February 15,
2008. He also shared that land for the rebuilding of Country Road M
from State Road 44 to the Winnebago/Fond du Lac County line is being
purchased.
Jeff Phillips, RS, Environmental Health Supervisor with the Winnebago
Co. Health Department talked about the radon and water testing that
the Town is interested in supporting for the residents of the Town.
6. APPROVE 1ST RESPONDER LETTER OF COMPLIANCE.
1st Responder Sally Marohn, shared letters from Medical Directors from
Berlin Memorial Hospital and Ripon Medical Center approving the Town
of Utica First Responder protocols to provide service in designated
areas for the Town of Nepeuskin. Chairman Hinz made a motion to
approve the 1st Responder Letters of Compliance. Seconded by
Supervisor Marohn. Carried.
7. WEBSITE SETUP.
1. In process.
8. VACATE SANITARY DISTRICT.
1. In process.
9. APPROVE SNOWMOBILE CROSSINGS.
Supervisor Paschke made a motion to approve snowmobile crossings.
Seconded by Supervisor Marohn. Carried.
10. ACCEPT COTTONTAIL DRIVE AS A TOWN ROAD.
Chairman Hinz proposed a resolution to accept Cottontail Drive as a
town road. Seconded by Supervisor Paschke. Carried.
11. WATER & RADON TESTING FOR THE TOWN.
Jeff Phillips suggested that we offer the residents the opportunity to
test their water for the following: Arsenic, nitrates and bacteria.
Also test for Radon.
Test kits would be made available later this year.
12. REPORTS.
1. BOARD OF APPEALS.
No activity.
2. FIRE DEPARTMENT.
a.The new Pumper should be available +/- 60 days from now.
b.Supervisor Paschke made a motion to amend the 2008 Town Budget and
to approve a contract from US Tanker @ $211,654.00 for a new Tanker.
Seconded by Supervisor Marohn. Carried.
c.Fireman Dan Hinz explained and demonstrated the new “Turn out Gear”
that our firemen received this year.
3. PLAN COMMISSION.
Chairman Hinz made a motion to approve the recommendation from the
Plan Commission for the Zoning change from A2 to RRR. Seconded by
Supervisor Marohn. Carried.
4. EDUCATIONAL OPPORTUNITIES.
a.WI Towns Association training session. Clerk Clarke attended in
DePere January 8, 2008. Chairman Hinz, Supervisor # 1 Paschke,
Supervisor #2 Marohn, and Treasurer Messerschmidt plan on attending in
Ripon on February 23, 2008.
b.Livestock sitting session in Kimberly on February 12, 2008.
Chairman Hinz, Supervisor # 2, Marohn and Planning Commission, Chair
Thomas Thiel plan on attending.
c.Road Maintenance in DePere, March 14, 2008. Chairman Hinz and
Supervisor # 2, Marohn plan on attending.
13.SET DATE TO AUDIT TOWN FINANCIAL BOOKS.
The audit is scheduled for March 11, 2008 at 6:30 pm.
14.CORRESPONDENCE
None
15. PAYMENT OF BILLS
Supervisor Marohn made a motion, seconded by Supervisor Paschke to pay
the bills. Carried.
16. ADJOURNMENT
Supervisor Marohn made a motion, seconded by Supervisor Paschke to
adjourn. Carried.
