February 8, 2010 Town Board Meeting
TOWN OF UTICA TOWN BOARD MEETING MINUTES February 8, 2010 1. CALL THE MEETING TO ORDER. The February 8, 2010 meeting was called to order by Chairman Nelson Hinz at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. ¬¬¬12 Citizens were in the audience. 2. APPROVE JANUARY 11, 2010 MINUTES. The minutes of the January11, 2010 town board meeting were reviewed. Chairman Hinz made a motion, seconded by Supervisor Marohn to accept the minutes as presented. 2 ayes and 0 nays. Carried. 3. APPROVE TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $711,308.54. Disbursements were $924,130.57. The checkbook balance is $526,411.09 with taxes collected $722,903.02. Supervisor Marohn made a motion, seconded by Chairman Hinz, to accept the Treasurer’s Report as read. 2 ayes and 0 nays. Carried. 4. ADOPT AGENDA. 5. PUBLIC FORUM. None 6. ELECTION VOTING EQUIPMENT. Chairman Hinz made a motion, seconded by Supervisor Marohn, to purchase a refurbished voting machine. 2 ayes and 0 nays. Carried 7. ELECTION INPSECTOR PAYMENTS. Supervisor Marohn made a motion, seconded by Chairman Hinz, to pay chief inspectors for training hours at present pay schedule of $12/hour. 2 ayes and 0 nays. Carried 8. SET DATE/TIME TO MEET WITH INSURANCE AGENT TO DISCUSS POLICIES. After discussion by the board, it was determined to set the date for meeting with the insurance agent come discuss insurance policies to be on February 23rd, 2010 at 7:00 p.m. 9. ITEMS FOR INCLUSION IN PICKETT AND/OR UTICA NEWSLETTER. None for this month for the Pickett Community Newsletter as the plan is for Clerk to put out a newsletter for the Town in March 10. REPORTS: • Board of Appeals. none • Fire Department. 45 fire calls and 30 first responder calls for 2009 • Plan Commission. • Kranz property - plan commission voted that it was not a primary residence and a new site plan needs to be developed • Workshop is slated for February 11th at 7:00 p.m. • Educational Opportunities. • Agriculture’s Changing Face, February 25, 2010 8:45 to 3:30 p.m. Holiday Inn Stevens Point. Supervisor Marohn made a motion for the town to reimburse for expenses for meeting, seconded by Chairman Hinz. 2 ayes and 0 nays. Carried • Winnebago County Working Lands Workshop March 1, 2010 at Coughlin Center • Livestock Facility Siting Rule – Listening sessions March 2, 1010 - 3:30 p.m. to 7p.m. Coughlin Building • Winnebago County Erosion Control Workshop March 17, 2010 at 9:30 a.m. to 12 p.m. Coughlin Building • 2010 Form C/CT Training – March 17, 2010 9:00 a.m. Eden Community Center 11. CORRESPONDENCE. • Election February 16, 2010, polls open 7 a.m. to 8 p.m. • Testing of Equipment February 10, 2010 8:30 a.m. • Open Book – May 1, 2010 from 8-10 • Board of Review – May 15, 2010 from 11-1 • Effective January 1, 2010 Land & Water Conservation Department is issuing all Erosion and Stormwater permits. • Winnebago County ordinance 346-12010 which prohibits the possession of tobacco products by minors. • New recycling law changes with regard to electronics (printers, TV’s, ink cartridges, computers VCR’s etc.) 12. APPROVE PAYMENT OF BILLS. Supervisor Marohn made a motion, seconded by Chairman Hinz, to pay the bills as submitted by the Clerk including the January 15th 2010 checks as submitted. 2 ayes and 0 nays. Carried. 13. ADJOURNMENT. Supervisor Marohn made a motion, seconded by Chairman Hinz, to adjourn. 2 ayes and 0 nays. Carried.
