TOWN OF UTICA TOWN BOARD MEETING MINUTES January 11, 2010 1. CALL THE MEETING TO ORDER. The January 11, 2010 meeting was called to order by Chairman Nelson Hinz at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. 14 Citizens were in the audience. 2. APPROVE DECEMBER 14, 2009 MINUTES. The minutes of the December 14, 2009 town board meeting were reviewed. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the minutes. 3 ayes and 0 nays. Carried. 3. APPROVE TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $722,925.44. Disbursements were $66,511.97. The checkbook balance is $15,723.90 with taxes collected $739,233.12. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the Treasurer’s Report as read. 3 ayes and 0 nays. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM. none 6. POLICY FOR TAKING STRAYS/UNWANTED ANIMALS TO SHELTERS. Board stated that all stray animals must be delivered to a shelter by way of the Constable or authorized by Town Board. The town will not pay for strays that are brought to the animal shelters by citizens. Clerk is to post policy at regular posting sites and Pickett Community Center along with in their newsletters. Chairman Hinz will check to see where least expensive place is to take the stray animals. 7. KRANZ ZONING CHANGE. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to change the zoning from A3 to RRR as unanimously recommended by the planning zoning committee for the property owned by Wesley and Sue Kranz on 6371 County Road N. 3 ayes and 0 nays. Carried. (See attached minutes) 8. DISCUSS STATE FARMLAND PRESERVATION PROGRAM. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to choose the YES option of the TOWN INPUT form in which our town supports the county in adopting the new State Farmland Preservation Zoning provision. 3 ayes and 0 nays. Carried. (See attached form) 9. DISCUSS NEED FOR GETTING BUSINESS CARDS FOR ZONING ENFORCEMENT. After discussion about the need for business cards for certain town officials, Board authorized the Clerk to purchase business cards for zoning enforcement officials for the Town of Utica. (presently that is Tom Thiel) 10. PROPOSED CHANGES FROM STATE FOR COUNTY TO TAKE OVER ASSESSMENTS. Supervisor Pastiche made a motion, seconded by Supervisor Maroon, to pass the resolution on page 8 of the January town association newsletter to send a resolution to the Department of Revenue and representatives which keeps the assessment duties with the town vs. moving that duty to the county. 3 ayes and 0 nays. Carried. 11. ITEMS FOR INCLUSION IN PICKETT NEWSLETTER. The following items are to be put into the January Pickett Community newsletter by the town Clerk: • Emergency cell phone registration • E-mail distribution list • Stray animal policy • Keep snow removal off of the road (clean up behind themselves) • Dates for open book and board of review. • Burglaries 12. REPORTS: a. Board of Appeals. none b. Fire Department. New officers were announced as follows: • New Fire Chief – Tom Bean • New Asst Chief – Tim Oliver • Capt #1 Chuck Gridl • Capt #2 Jay Roberts • Capt #3 Terin Krumenauer c. Plan Commission. • Kranz Conditional use permit papers were not submitted • If no applications are received for February – a workshop will be held d. Educational Opportunities. • GAB - Clerk Training, Green Bay, Jan. 12, 2010 from 1-4 • GAB - Chief Inspector Training, Omro, Jan. 21, 2010 from 9-12 • 2010 District Meeting, Ripon, Feb. 5, 2010 from 8:45-3:15 Supervisor Marohn made a motion, seconded by Supervisor Paschke, to approve funding of Town Board to attend the district meeting. 3 ayes and 0 nays. Carried. 13. CORRESPONDENCE. • Tentative date for Open Book – May 1, 2010 from 8-10 • Board of Review – May 15, 2010 from 11-1 – applications of objections should be made 48 hours in advance • Notice of Public Hearing – Winnebago County Planning and Zoning Committee January 26, 2010 at 6:30p.m. to request a Text Amendment to the County Construction Site Erosion Control and Stormwater Management Ordinance Chairman Hinz made motion, seconded by Supervisor Paschke, to approve resolution for storm water administration wording changes as presented by the County. 3 ayes and 0 nays. Carried. 14. APPROVE PAYMENT OF BILLS. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills as submitted by the Clerk and also the December county highway bill of $25,653.61. 3 ayes and 0 nays. Carried. 15. ADJOURNMENT. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to adjourn. 3 ayes and 0 nays. Carried.
