TOWN OF UTICA TOWN BOARD MEETING MINUTES June 14, 2010 1. CALL THE MEETING TO ORDER. The June 14, 2010 meeting was called to order by Chairman Nelson Hinz at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2; Betty Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. 13 citizens were in the audience. 2. APPROVE MAY 10, 2010 TOWN MEETING AND MAY 15, 2010 BOARD OF REVIEW MINUTES. The minutes of the May 10, 2010 Town board meeting were reviewed with changes to #7 to read Imperial Hills sanitary district and #11 to read written reports from the fire department. Supervision Paschke made a motion, seconded by Supervisor Marohn to accept the minutes with the clarifications. 3 ayes and 0 nays. Carried. The minutes of the May 15, 2010 Board of Review minutes were reviewed. Supervisor Marohn made a motion, seconded by Supervisor Paschke to accept the minutes as presented. 3 ayes and 0 nays. Carried. 3. APPROVE TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $5,190.37. Disbursements were $13,461.66. The checkbook balance is $170,728.54. Supervisor Marohn made a motion, seconded by Supervisor Paschke to accept the Treasurer’s Report as read. 3 ayes and 0 nays. Carried. 4. ADOPT AGENDA. 5. PUBLIC FORUM. Officer was present and reminded us to keep doors locked etc. as in the summer there tend to be more burglaries with idle kids around. Also keep your proof of insurance in your vehicle, as it is now required by law and you can receive a citation for not having it. Roman Bauer asked about when a conditional use permit is required. Are only complaints on a non-conforming use of a property looked into? He asked where it states what the number of animals on a property are permitted per acre and what type of animals size etc. What if livestock is changed? Marty Witczak asked about weed control and what ordinances are with regard to weeds and rodents. He is unhappy about the weeds the neighbors have in their yard. Asked what the difference is between tilled up soil and virgin soil? Are there any standards with regard to mowing? He is asking what can be done with regard to this problem and if there could be ordinances put in place to deal with this issue. He invited the board to come to his house (1833 Imperial) to take a tour to see the issue first hand. Lyle Foresgren asked if the nuisance ordinance in place would take care of this issue. Sandy Foresgren asked if we can discuss with the attorney to see what we can do with regard to this problem. 6. SANITARY DISTRICT UPDATE. Clerk Morrell reported that the paperwork for the vacation of the Imperial Hills sanitary district is being handled by Attorney Sorenson and will be filed with the register of deeds. 7. DETERMINE ROAD MAINTENANCE PROJECTS FOR 2010. Supervisor Marohn made a motion, seconded by Supervisor Paschke to use the County to do the Town road projects for 2010 including the larger projects of Bradley, Neitzel, and Hollander Roads and smaller projects to include culvert repair and seal coating at the Town hall. 3 ayes and 0 nays. Carried. 8. APPROVE LIQUOR, TOBACCO AND CIGARETTE LICENSES. The applications for liquor, tobacco and cigarette licenses were reviewed. Supervision Paschke made a motion, seconded by Supervisor Marohn to approve the licenses as presented. 3 ayes and 0 nays. Carried. 9. TEMPORARY LIQUOR LICENSE FOR HORSE PULL JUNE 19, 2010. Supervision Paschke made a motion, seconded by Supervisor Marohn to approve the temporary liquor license for the horse pull at the Community Center. 3 ayes and 0 nays. Carried. 10. INSURANCE COVERAGE CHANGES. Clerk Morrell is to talk to the insurance agent to see if we should opt out of the Uninsured motorist coverage which is probably covered by our umbrella policy. Clerk Morrell is to check with Michelle Strauss (the insurance agent) for her opinion and adjust the policy accordingly. 11. ITEMS FOR INCLUSION IN NEWSLETTER. Fireworks permits are required – please contact Chairman Hinz for a permit Proof of insurance needed in your vehicle. Fireman’s Picnic –August 29th, 2010 Public Hearing for Zoning Ordinance Review 12. REPORTS: • Board of Appeals. • Nelson got an application from Gary Biesinger who wants to add onto his house in Imperial Hills. It is still in progress and plans are not finalized. • Fire Department. • Ed said he is working on the report of calls for the first half of the year. • Ed reported that it would be about $850-$900 for concrete to the pavilion, he said the Fire department will provide the labor if the town will provide the concrete. Put this on the July Meeting Agenda. • 4 New members on the fire department – they will be doing training soon. • Plan Commission. • Ordinances have been reviewed for presentation to the Board. A meeting for the Public Hearing was set for July 12, 2010 at 6:30pm. • Educational Opportunities. • Government Grants and Programs Conference 13. CORRESPONDENCE. 14. POINTS OF INTEREST. • Amendments to Zoning Ordinances. • Discussed moisture in the building – we are getting puddles in the building, drywall is damaged. We should get a contractor or engineer here to see how much this will be to repair to see if we need to budget for this in 2011. 15. APPROVE PAYMENT OF BILLS. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills as submitted by the Clerk. 3 ayes and 0 nays. Carried. 16. ADJOURNMENT. Supervisor Paschke made a motion, seconded by Supervisor Marohn , to adjourn. 3 ayes and 0 nays. Carried.
