TOWN BOARD MEETING MINUTES
March 10, 2008
1. CALL TO ORDER
The March 10, 2008 meeting was called to order by Chairman Nelson Hinz
at 7: 00 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy
Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty
Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 14
Citizens were in the audience.
2. APPROVAL OF MINUTES
The minutes of the February 11, 2008 meeting were reviewed. Supervisor
Paschke made a motion, seconded by Supervisor Marohn to accept the
minutes of the February 11, 2008 minutes. Carried.
3. TREASURER’S REPORT
Treasurer Messerschmidt gave the Treasurer’s report. Receipts were
$81,558.49. Disbursements were $916,492.27. The check book balance is
$135,058.34. Supervisor Marohn made a motion, seconded by Supervisor
Paschke to accept the Treasurer’s Report. Carried.
4. ADOPT AGENDA
Chairman Hinz read the Agenda for the meeting.
5. PUBLIC FORUM
Mr. Richard Spanbauer, candidate for Assembly, representing the
Fifty-Third District asked for support from the residents of the
Town.
A resident commented on the $440,000.00 annual cost proposed by the
City of Oshkosh to provide fire protection for the Town of Algoma. He
stated that we could purchase two fire trucks for what was proposed.
A resident spoke about the Green Meadow School issue and asked the
Town Board to support keeping it open.
6.GREEN MEADOW SCHOOL CLOSING ISSUE.
Supervisor Marohn made a motion to adopt the following resolution.
Seconded by Supervisor Paschke. Carried.

RESOLUTION SUPPORTING THE CONTINUED OPERATION OF
GREEN MEADOW ELEMENTARY SCHOOL
WHEREAS, Green Meadow Elementary School has been an important
educational link between the rural families of the Town of Utica and
the Oshkosh Area School District; and
WHEREAS, Green Meadow Elementary School has ample room to expand,
ample parking and a huge green space with room for large outdoor
activities; and
WHEREAS, Green Meadow Elementary School has a proven record of
excellent test scores, strong parental involvement and a strong and
positive focus on individual needs; and
WHEREAS, the Town Board of the Town of Utica, on behalf of its
residents, believes that the continued operation of Green Meadow
Elementary School is vital to the Town;
RESOLVED THEREFORE, that the Town Board of the Town of Utica, on
behalf of its residents, strongly supports the continued operation of
Green Meadow School as an elementary school.
Dated this 10th day of March 2008.
Supervisor Marohn made a motion to requesting the Clerk to mail out a
notice to the residents of the Town that live in the Oshkosh School
District. Seconded by Supervisor Paschke. Carried.

7. WATER & RADON TESTING UPDATE
Terry Van Den Bush from TG Labs and Glenn Gresbach from Diamond Water
made a presentation on their services in conducting water testing.
8. SET ANNUAL MEETING DATE
The annual meeting will be at 7:30 p.m. APRIL 8, 2008.
9. INSURANCE RENEWAL.
Clerk Clarke to obtain quotes for all Town insurances.
Supervisor Marohn made a motion to renew the insurance for 6 months,
seconded by Chairman Hinz. Carried.
10. REPORTS.
1. BOARD OF APPEALS.
a. No report
2. FIRE DEPARTMENT.
a. Fireman Dan Hinz reported that Wolverine Fire Apparatus will
receive a 2009 International chassis for our pumper in about 6-weeks
and will begin to assemble the complete truck.
b. Fireman Hinz also reported that we should receive our new tanker in
early November.
c. Discussion followed as to should the Town apply for grants to
purchase a “grass truck” and a second grant to purchase a “thermal
imaging camera, a hose or turnout gear dryer and funds for school”.
Supervisor Marohn made a motion, seconded by Supervisor Paschke to
apply for the grants. Carried.
3. PLAN COMMISSION.
a. Supervisor Marohn reported that a conditional use permit was
granted to Gambrinus Enterprises, Inc. for a maximum of three horses
on the property located 5123 State Road 91, Oshkosh, WI
4. MEETINGS AND EDUCATIONAL OPPORTUNITIES.
1. Educational Opportunities.
a. Livestock sitting session in Kimberly, February 12, 2008.
Chairman Hinz, Supervisor Marohn and Plan Commission Chair Tom Thiel
attended.
b. WI Towns Association training session, February 23, 2008.
Chairman Hinz, Supervisor Paschke, Supervisor Marohn and Treasurer
Messerschmidt attended.
c. Road Maintenance, DePere, March 14, 2008.
Chairman Hinz and Supervisor Marohn will attend.
d. Lawyers Conference, Madison April 25, 2008
Chairman Hinz will attend.
e. State Department of Revenue Form C training in Madison, March 17,
2008
Clerk Clarke will attend.
f. The Town Board will conduct a Towns road check on March 25, 2008
11. CORRESPONDENCE
None
12. PAYMENT OF BILLS
Supervisor Marohn made a motion, seconded by Supervisor Paschke to pay
the bills. Carried.
13. ADJOURNMENT
Supervisor Paschke made a motion, seconded by Supervisor Marohn to
adjourn. Carried.
