TOWN OF UTICA TOWN BOARD MEETING MINUTES March 8, 2010 1. CALL THE MEETING TO ORDER. The March 8, 2010 meeting was called to order by Chairman Nelson Hinz at 7:34 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1, Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. ¬¬¬10 Citizens were in the audience. 2. APPROVE FEBRUARY 8, 2010 AND FEBRUARY 23, 2010 MINUTES. The minutes of the February 8, 2010 town board meeting were reviewed. Supervisor Marohn made a motion, seconded by Chairman Hinz to accept the minutes as presented. 3 ayes and 0 nays. Carried. The minutes of the February 23, 2010 town board meeting to discuss insurance were reviewed. Supervisor Paschke made a motion, seconded by Supervisor Marohn to accept the minutes as presented. 3 ayes and 0 nays. Carried. 3. APPROVE TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $690,080.49. Disbursements were $990,835.40. The checkbook balance is $225,656.16. Supervisor Paschke made a motion, seconded by, Supervisor Marohn to accept the Treasurer’s Report as read. 3 ayes and 0 nays. Carried. After some discussion, the Clerk was instucted to invoice those individuals whose animals are taken to the pound which don’t have tags. 4. ADOPT AGENDA. 5. PUBLIC FORUM. Officer discussed the March 11th meeting on the 3 registered sex offenders in our township. Burglaries from fall of 2009 – Individuals were caught and now they are awaiting trials – burglaries have stopped. Jay Roberts indicated that the “STOP AHEAD” sign on Fisk Ave appoaching Elo Road is not visable and needs to be addressed. 6. SET DATE FOR AUDIT OF 2009 BOOKS. Date for the audit of the books was set to be March 20, 2010 at 9.a.m. 7. TEMPORARY LIQUOR LICENSE FOR DARTBALL TOURNAMENT - JPF Supervisor Marohn made a motion, seconded by, Supervisor Paschke to grant a temporary liquor license to the Jasper Pickett Foundation for a dart-ball tournament on April 18, 2010 and to the Pickett Lions Club on March 20, 2010 provided they get their paper work completed. 3ayes and 0 nays. Carried 8. WATER SAMPLING. Put in newsletter to contact clerk if you are interested in water/radon testing. If there is enough interest we will set a date. Ask what would be the most convenient time to pick up testing kits. 9. TERRY CULVER CONTRACT. Before making a decision, the board would like to discuss contract with him and possibly get additional quotes. Board would like a per/mow rate and /or hourly amount for other miscellaneous duties to keep the lawn nice. 10. ITEMS FOR INCLUSION IN NEWSLETTER. Water radon testing as discussed above. 11. REPORTS: • Board of Appeals. none • Fire Department. • Sponsoring breakfast this Sunday March at the Community Center – please come and support them. • Now there are 10 first responders as one of the fire department joined EMS. • Plan Commission. • Held Workshop on February 11th at 7:00 p.m. to review zoning ordinance. • Held Meeting on March 4th to discuss changes to propose to board – waiting for written changes from Attorney Sorenson. • Educational Opportunities. • Winnebago County Erosion Control Workshop March 17, 2010 at 9:30 a.m. to 12 p.m. Coughlin Building • 2010 Form C/CT Training – March 17, 2010 9:00 a.m. Eden Community Center • UW Madison Road Maintenance Seminar – various dates 7:45-3:00 • Farmland Preservation Workshop – Town of Rushford Town Hall – March 18, 2010 at 7:00 p.m. 12. CORRESPONDENCE. • Open Book – May 1, 2010 from 8-10 • Board of Review – May 15, 2010 from 11-1 • Other 13. POINTS OF INTEREST. • Dick Spanbauer will be holding a listening session at the Town Hall on Tuesday, March 9th, 2010 from 1-2 p.m. • Registered Sex Offender Meeting – March 11, 2010 at the Town Hall 6-8p.m. 14. APPROVE PAYMENT OF BILLS. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills as submitted by the Clerk minus the check for Road Maintenance Seminar for $120, in addition, approval February 15th 2010 checks as submitted. 3 ayes and 0 nays. Carried. 15. ADJOURNMENT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to adjourn. 3 ayes and 0 nays. Carried.
