March 9, 2009 Town Board Meeting
TOWN OF UTICA TOWN BOARD MEETING MINUTES March 9, 2009 1. CALL TO ORDER. Chairman Nelson Hinz called the March 9, 2009 meeting to order at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman, Kathy Paschke, Supervisor #1, Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Jack Clarke, Clerk was present. 17 Citizens were in the audience. 2. APPROVAL OF MINUTES. The minutes of the February 9, 2009 meeting were reviewed. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the minutes. Carried. The minutes of the March 3, 2009 Audit were reviewed. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the minutes. Carried. 3. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Disbursements were $ 851,618.09. Receipts were $445,279.53. The checkbook balance is $196,110.88. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the Treasurer’s Report. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM. No Comments. 6. 2008 AUDIT REPORT. Chairman Hinz reported that the Town Financial books were audited and found to be correct. 7. ROAD MAINTENANCE CONSIDERATIONS. Kevin Lieski from Ripon Truck Repair and Equipment presented what his company can provide the Town of Utica for road maintenance. Supervisor Marohn requested that we obtain a price list from the County for similar road maintenance items. 8. SET TOWN ROAD INSPECTION DATE. Chairman Hinz, Supervisor Paschke, Supervisor Marohn and Bill Demler from Winnebago County Highway Department will inspect the town roads on April 13, 2009 beginning at 8:00 AM. 9 TAX REVIEW. Troy Zacharias from Action Appraisers and Consultants Inc. was in attendance and explained how the state adjusts the appraised value of land. After much discussion Mr. Zacharias will further study the matter and report back at next month’s meeting on April 13, 2009. 10 OPEN BOOK AND BOARD OF REVIEW DATES. Open book will be held on May 2, 2009 from 8:00 AM to 10:00 AM. Board of Review will be held on May 16 from 11:00 AM to 1:00 PM. 11 ORDINANCE FOR THE UNIFORM DWELLING CODE. Clerk Clarke shared that the State Department of Commerce was informed of the Towns ordinance and accepted it as adopted on October 11, 2004. This is a closed matter. 12 CONSTABLE PAY. Chairman Hinz shared that a motion was made and carried at the 2008 Town of Utica, Annual meeting, setting the Constable pay, beginning in April of 2009, at $25.00 per dog, picked up and taken care of. 13 ELECTION APRIL 7, 2009. Chairman Hinz reminded all that there was an election scheduled for April 7, 2009. 14. REPORTS: 1. Board of Appeals. N/A 2. Fire Department. Chief Hunter shared that the Department had decided not to apply for any grants during 2009. Chief Hunter shared that Amber Marohn has completed her 1st Responder classes and is now a 1st Responder. He also stated that Julie Felix and Kurt Griswald are enrolled in the 1st Responder course. 3. Plan Commission. Supervisor Marohn shared that a workshop was held on March 5, 2009 to discuss possible changes to the Town Ordinances. Three proposed changes will be presented to the Town residents at a special Town Meeting to be held at 7:00 PM on April 13, 2009. 4. Educational Opportunities. None proposed at this time. 15 CORRESPONDENCE. An invitation was received for a meeting in Winchester on March 10 regarding wind generators. 16 PAYMENT OF BILLS Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills. Carried. 17. ADJOURNMENT Supervisor Paschke made a motion, seconded by Supervisor Marohn, to adjourn. Carried.
