TOWN OF UTICA TOWN BOARD MEETING MINUTES May 11, 2009 1. CALL TO ORDER. Chairman Nelson Hinz called the May 11, 2009 meeting to order at 7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman, Kathy Paschke, Supervisor #1, Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 16 Citizens were in the audience. 2. APPROVAL OF MINUTES. The minutes of the April 13, 2009 meeting were reviewed. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the minutes. Carried. 3. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Disbursements were $29,953.44. Receipts were $31,455.02. Check book balance is $152,368.68. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the Treasurer’s Report. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM. A resident spoke about the Westside Arterial Road project and asked the Town Board to stay informed and to keep the Township informed of this project. A second resident also asked the Town Board to stay informed and to keep the Township informed of this project. 6. BOARD OF REVIEW DATE. Chairman Hinz reminded the residents that Board of Review would be held on Saturday, May 16, 2009 from 11:00 AM to 1:00 PM. To appear before the board of Review, one needs to get a form from Clerk Clarke, fill it out and get it back to him by Friday May 15, 2009. 7. SET PUBLIC HEARING TO RECEIVE INPUT REGARDING: · Ordinance revising section 12(b)(3) of the Town of Utica zoning ordinance. · Ordinance clarifying definitions used in the Town of Utica zoning ordinance. · Ordinance prohibiting public nuisances in the Town of Utica. A decision was made to hold a Public Hearing on Thursday, June 11, 2009 at 7:00 PM to hear opinions regarding three proposed Town ordinances. 8. DETERMINE ROAD MAINTENANCE PROJECTS FOR 2009. It was decided to obtain additional bids for repairing Knott Road and to hard patch and seal coat other Town roads. 9. SET FEES FOR: a. Tobacco Products. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to set the fee for Tobacco Products License for 2009 at $50.00. Carried. b. Retail Liquor License. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to set the fee for Class B Fermented Malt Beverage License at $100.00, Class B Intoxicating Liquor License at $300.00, Class A Fermented Malt Beverage license at $300.00 Class A Intoxicating Liquor License at $300 for 2009. Carried. c. Operator's license. Chairman Hinz made a motion, seconded by Supervisor Paschke, to set the fee for Operator's licenses for 2009 at $25.00. Carried. 10. NEWSLETTER. Clerk Clarke was instructed to place information in the Pickett Community Center newsletter about the following subjects: · Notice of Public Hearing for June 11, 2009 regarding proposed new ordinances. · How to obtain a Fireworks permit. · How to obtain a Building permit. · How to place garbage and recyclables containers at the roadside for pickup. 11. REPORTS: 1. Board of Appeals. N/A 2. Fire Department. Chief Hunter reported that the Town has 3 new First Responders which brings the total of First Responders to ten. 3. Plan Commission. N/A 4. Educational Opportunities. Chairman Hinz gave a report regarding attendance at the Lawyers Conference in Madison and the WTA meeting in Ripon. 9. CORRESPONDENCE. None 10. PAYMENT OF BILLS Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills. Carried. 14. ADJOURNMENT Supervisor Paschke made a motion, seconded by Supervisor Marohn, to adjourn. Carried.
