May 9, 2011 Town Board Meeting
1. CALL THE MEETING TO ORDER The May 9, 2011 meeting was called to order by Chairman Len Schmick at 7:30 p.m. at the Utica Town Hall. Len Schmick, Chairman; Chuck Kuhrt, Supervisor #1; Donavon Bradley, Supervisor #2; Betty Messerschmidt, Treasurer; and Jenny Sonnleitner, Clerk were present. 18 citizens were in the audience. 2. APPROVE APRIL 11, 2011 MINUTES The minutes of the April 11, 2011 Town Board Meeting were reviewed. Supervisor Kuhrt made a motion, seconded by Supervisor Bradley to accept the minutes as presented. 3 ayes, 0 nays - Carried 3. APPROVE TREASURER’S REPORT Treasurer Messerschmidt read the Treasurer’s Report. Receipts were $29,636.78. Disbursements were $35,329.09. The checkbook balance is $220,616.98. Chairman Schmick made a motion, seconded by Supervisor Kuhrt to accept the Treasurer’s Report as read. 3 ayes, 0 nays - Carried 4. ADOPT AGENDA 5. PUBLIC FORUM A) Sheriff’s Department had nothing to report. Just a reminder to lock all doors. B) Kevin Fritz mentioned a milk truck from a Bonduel trucking company was driving down Bradley Road illegally since this road is marked and should not be used by heavy vehicles. Kevin also recommended to keep the weight limit posting permanent on Bradley Ave and Bradley Road. C) Nelson Hinz mentioned that County Road M was only closed for Monday and would prefer to have traffic use Mahlke Road since it is safer than County Road M – having to make wide turns at this intersection is dangerous. 6. PORTION OF CTY ROAD M CLOSING AND USING MAHLKE ROAD Donavon Bradley sees the Rosendale Dairy manure trucks hauling many loads on Mahlke Road and they should be using their own Town roads. They also use Fletcher Road, but is now posted Class B Highway. Donavon will check to see what we can legally do to post roads and to find a solution to help save the conditions of our roads. 7. ROADS RECENTLY PATCHED The County patched roads that needed it with the approval of the Board after the road inspection. 8. DISCUSS ROAD INSPECTION FINDINGS/DISCUSS “No Through Traffic” SIGNS The County recommended posting Mahlke Road due to poor conditions as “No Through Traffic”. The cost to repair it would be about $44,000.00. James, Angle, Ripple, Hillside, Elo, Banville, Kumbier Roads and Bradley Ave were listed as needing some work. Chairman Schmick recommended the Town Board drive down the roads on the list that need repairs to determine priority for maintenance. Overall, our roads are above average comparing the four other towns the inspector oversees. Chairman Schmick will contact the Supervisors when Mr. Demmler, from the County, is available 9. SUMMER ROAD MAINTENANCE CONTRACTS. Ripon Truck’s Contract: Mow three times, same as last year; June 1, August 1, and October 1. The boom mower does not need to be used every year (was used last year) which will save the Town some money. Chairman Schmick motioned to accept the bid, seconded by Supervisor Kuhrt. 3 ayes, 0 nays - Carried Ripon Truck will get a quote to Chairman Schmick on culvert replacement and repair along with other costs. 10. FARMLAND PRESERVATION MEETING POSTCARDS QUOTE Chairman Schmick motioned to use Park N Print, seconded by Supervisor Kuhrt. 3 ayes, 0 nays - Carried 11. NICHOLS PROPERTY The Town is not interested in the property. Will notify the County and Mr. Christenson is interested. Chairman Schmick motioned to decline the offer from the county, seconded by Supervisor Bradley. 3 ayes, 0 nays - Carried 12. ITEMS FOR INCLUSION IN NEWSLETTER HIRING: Plan Commission Alternates! Please contact Chairman Schmick for more information. 13. TOWN OF UTICA NEWS Talk with the Pickett Newsletter staff since not everyone in the Town receives the newsletter. Sandy Forsgren asked to make sure all property owners’ addresses are on the list. Clerk Sonnleitner will check on the cost to print in the Pickett Newsletter versus creating our own newsletter. Chairman Schmick motioned for Clerk Sonnleitner to put costs together before posting with a larger ad than normal. Supervisor Kuhrt seconded. 3 ayes, 0 nays - Carried 14. REPORTS: • Board of Appeals • Fire Department Tim Oliver – Pump 12 has been refurbished and is working well now. The Escape Plan, Emergency Contact Numbers, etc were given to Tim Oliver from Chairman Schmick for Chuck Nelson’s property. EMS will plan for a CPR training this fall. Within three years, the defibrillators will be obsolete and not compatible with other paramedics. The cost for a new one is $3000. Fundraising, donations, and grants will be looked into. The Town is asked to put funds aside in the budget to purchase replacements. • Plan Commission ALTERNATES: One person is interested but would like to notify the Town if anyone else would be. • Education WMCA – Wisconsin Municipal Clerk Association: Become a member for $45/year and be part of the Adopt-A-Clerk Program. Also attend the annual conference in August. Donavon Bradley motioned, seconded by Chairman Schmick to become a member and also attend SVRS Election training in June. The SVRS class is free. WTA – Wisconsin Towns Association has links to training videos online for the Town Board as part of our membership. FVTC is offering Responsible Beverage Service Course. CORRESPONDENCE • Board of Review – May 14, 2011 at 11am at Town Hall – Forms need to be filed with the Clerk • Ordinance to appoint BOR Alternates: - Betty Messerschmidt and Nelson Hinz – Town Board signed • Ordinance Relating to Confidentiality of Income and Expense Records – Town Board signed • Welcome letter – Chairman Schmick approved • 2011 Weed Notice – will post • Recycling: Receive $2889.72 from DNR. Continue with the plan we have now but keep other options in mind for the future to save money. We have a 5 year contract with Veolia, renewed about 2 years ago. • Building Permits – Lead: Chairman Schmick talked to Tom Thiel, contractors need to be certified if working on homes built before 1978. If not certified, there will be a fine by the DNR. We can include an extra item on our building permit to inform property owners. Contact DNR when demoing a building, otherwise a fine of $10,000. • Licenses – Fees reviewed and keep the same. 16. APPROVE PAYMENT OF BILLS Chairman Schmick, seconded by Supervisor Bradley, to pay the bills as submitted by the Clerk. 3 ayes, 0 nays - Carried. 17.
