TOWN OF UTICA TOWN BOARD MEETING MINUTES November 10, 2008 1. CALL TO ORDER. The November 10, 2008 meeting was called to order by Chairman Nelson Hinz at 7:30 PM. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 29 Citizens were in the audience. 2. APPROVAL OF MINUTES. The minutes of the October 13, 2008 meeting were reviewed. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the minutes. Carried. 3. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $4,726.09. Disbursements were $50,310.74. The check book balance is $35,661.41. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to accept the Treasurer’s Report. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM. • A resident asked the Town to send a letter to Winnebago County requesting that the posting of County Highway FF be on a Highway Commission agenda for discussion. • Two residents voiced concerns about heavy truck traffic on Knott Road. 6. BUDGET Supervisor Marohn made a motion, seconded by Supervisor Paschke, to move $1,200.00 from the Fire Department budget to Misc and adopt the 2009 budget. Carried. (See attached Budget worksheets) 7. SALE OF FIRE TRUCK. • 1964 Pirsch First Line Engine sold for $2,600.00 to a collector in Franksville, WI. Cost to sell: $163.00. Net sale: $2,437.00 • 1982 Tanker. Continue to market the vehicle. 8. AMBULANCE CONTRACT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to enter into a five year contract with the City of Oshkosh for ambulance service. Carried. 9. RUSTIC ROAD SPEED LIMIT. During discussion, it was decided to review past town resolutions and combine all road speed limits into one resolution. Clerk Clarke was asked to research past resolutions and put this item on the December agenda. 10. REPORTS: 1. Board of Appeals. • The Dudzinski property at 6758 Hillside Road request was approved. 2. Fire Department. • The department received and put the new Tanker into service on October 16, 2008. Monies received from Homeland Security and donations paid for the vehicle. • Chief Hunter announced that he will step down from the Chief position effective with the January 2009 election. 3. Plan Commission. • Supervisor Marohn made a motion, seconded by Supervisor Paschke, to change the Rural Recreational and Residential Mixed Use District to that proposed by the Plan Commission and adopted at the November 10, 2008 Town meeting. Carried • Supervisor Marohn made a motion, seconded by Supervisor Paschke, to adopt the Land Division Resolution proposed by the Plan Commission. 4. Educational Opportunities. • Energy Conservation/Production – 11-19-08, Stevens Point. A motion was made to send two persons to this conference. The motion died due to a lack of a second. 11. CORRESPONDENCE A letter was received from the Town of Vinland regarding a meeting to be held on November 11, 2008. 12. PAYMENT OF BILLS Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills. Carried. 13. ADJOURNMENT Supervisor Paschke made a motion, seconded by Supervisor Marohn, to adjourn. Carried.
