TOWN OF UTICA BUDGET HEARING MINUTES November 9, 2009 1. CALL TO ORDER The November 9, 2009 meeting was called to order by Chairman Nelson Hinz at 6:30 PM at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer, Brenda Morrell, Clerk and 23 residents were present. 2. 2010 BUDGET. • APPROVE RESOLUTION TO EXCEED STATE LEVY LIMITS Per Sec. 66.0602 (5) of WI, Statutes, which allows the town electors in towns under 2000 in population to exceed the maximum allowable levy limits by adoption of a resolution at a town meeting of the electors. Whereas, a special town meeting of the electors has been noticed and called this 9th day of November, 2009. Now, therefore, the special town meeting of the Town of Utica, Winnebago County, Wisconsin by a majority vote of the eligible electors voting on this 9th day of November, 2009 duly assembled and voting resolves and orders as follows: Because of the reduction in the spending budget approved by the residents as detailed below, this resolution was not necessary. The 2010 budget will not exceed state levy limits. • APPROVE TOWN LEVY LIMIT Per Sec. 60.10 (1) (a) of WI, Statutes authorizes the town electors of a town to adopt the town tax levy at a town meeting of the electors. Whereas, a special town meeting of the electors has been noticed and called this 9th day of November, 2009. Now, therefore, the special town meeting of the Town of Utica, Winnebago County, Wisconsin by a majority vote of the eligible electors voting on this 9th day of November, 2009 duly assembled and voting resolves and orders as follows: Lyle Forsgren, resident of the Town of Utica, made a motion, seconded by Keith Wieman, resident of the Town of Utica to accept the budget as presented except for a reduction of the highway line item by $66,500 to have the total spending budget equal $400,000 for 2010. This set the 2010 levy at .0022547396. Hand raised vote by residents, 17 ayes, and 3 nays. Carried. 3. ADJOURNMENT Lyle Forsgren, resident of the Town of Utica, made a motion, second by Patsy Beck, resident of the Town of Utica, to adjourn. Voice vote by residents. Carried.
