TOWN OF UTICA
TOWN BOARD MEETING MINUTES
October 12, 2009
1. CALL TO ORDER.
Chairman Nelson Hinz called the October 12, 2009 meeting to order at
7:30 p.m. at the Utica Town Hall. Nelson Hinz, Chairman, Kathy
Paschke, Supervisor #1, Frederick Marohn, Supervisor #2, Betty
Messerschmidt, Treasurer and Brenda Morrell, Clerk were present. 17
citizens were in the audience.
2. APPROVAL OF SEPTEMBER 14, 2009 MINUTES.
The minutes of the September 14, 2009 meeting were reviewed.
Supervisor Marohn made a motion, seconded by Supervisor Paschke to
accept the minutes. 3 ayes and 0 nays. Carried.
The minutes of the October 1, 2009 meeting were reviewed. Supervisor
Paschke made a motion, seconded by Supervisor Marohn, to accept the
minutes. 3 ayes and 0 nays. Carried.
3. TREASURER’S REPORT.
Treasurer Messerschmidt read the Treasurer’s report. Receipts were
$55.93. Disbursements were $19,821.62. Check book balance is
$122,812.80. Supervisor Marohn made a motion, seconded by Supervisor
Paschke, to accept the Treasurer’s Report. 3 ayes and 0 nays.
Carried.
5. ADOPT AGENDA.
Chairman Hinz read the Agenda for the meeting.
6. PUBLIC FORUM.
• Sandy Forsgren relayed a comment that she heard about work that had
been done at the airport by the County with regard to high costs.
• Shirley Gallert asked the officer present at the meeting about
protocol with regard to first responder vehicles and when we are
required to pull over. Officer commented that for a non-emergency
vehicle to use lights they have to be insured.
• Kevin Fritz commented about the poor job the county was doing
cutting the grass
• Kevin Fritz asked about the Utica Road issue – Chairman Hinz
explained that Betty Bradley was still gathering information about
this situation.
7. SNOW REMOVAL DURING THE 2009-2010 SEASON.
There was a discussion with regard to the 2009-2010 snow season and
who the Town should contract with for snowplowing: Winnebago County
and/or Ripon Truck and Repair. Pro/cons of each were discussed.
Supervisor Marohn made a motion, seconded by Supervisor Paschke to
rescind the motion from the September 14, 2009 Utica Town Board
meeting to contract with Ripon Truck & Snowplowing to plow all town
roads during the 2009-2010 season provided the changes discussed at
that meeting were put into the contract. 3 ayes and 0 nays.
Carried.
Supervisor Marohn then made a motion, seconded by Supervisor Paschke
to get the contract back to the way it was in 2008-2009 which had
Ripon Truck & Snowplowing plowing the town roads North of Hwy 44 and
Winnebago County plowing the roads South of Hwy 44. The contract with
Ripon Truck and Snowplowing was to be revised with following changes:
getting back the proposed contract for only ½ of the town roads,
changes to include the replacement of mailboxes within 10 days and
subject to Attorneys approval. 3 ayes and 0 nays. Carried.
8. RECYLING & GARBAGE REMOVAL FOR 2010.
The contract for recycling and garbage collection was discussed with
Dave Tellock, representative for Veolia. Several changes to the
contract were made based on the discussion. Dave informed the town
that Veolia would revise the contract with changes discussed and get
it to the town for a final review by the attorney. The intention was
to put on the town agenda for the October 19th meeting to get the
contract finalized.
9. REPORTS.
1. Board of Appeals.
Bowman requested a variance to build a home – this will be
upcoming.
2. Fire Department.
Ed Hunter reported that dryer and imaging camera were paid 95% by a
grant and 5% by the fire department. Dryer has been installed.
3. Plan Commission.
No Activity for the prior month; however, there will be an
upcoming meeting for a conditional use permit request.
4. Educational Opportunities.
• October 19th from 1-4 Statewide voter registration system training,
James Coughlin Center, County Rd. Y, Oshkosh, Clerk Morrell requested
to have another person join her in the training.
10. CORRESPONDENCE.
Appraisal contract with Action Appraisers & Consultants was received
11. PAYMENT OF BILLS.
Supervisor Marohn made a motion, seconded by Supervisor Paschke, to
pay the bills. 3 ayes and 0 nays. Carried.
12. ADJOURNMENT.
Supervisor Paschke made a motion, seconded by Supervisor Marohn, to
adjourn. 3 ayes and 0 nays. Carried.
