September 27, 2011 Special Board Meeting - American Colloid

TOWN OF UTICA
TOWN BOARD SPECIAL MEETING
MINUTES

Notice is hereby given that a Special Town Board meeting in the Town
of Utica, County of Winnebago, and State of Wisconsin for the
transaction of business as is by law required or permitted to be
transacted at such a meeting will be held at the Utica Town Hall, 1730
County Road FF in said Town.

Date: Tuesday, September 27, 2011
Time:  5:30 PM 

Present: Chairman Schmick, Supervisor Kuhrt, Supervisor Bradley, and
Clerk Sonnleitner
Others Present: Troy Zacharias, Carol Bradley, Rick Herman, Lyle &
Sandy Forsgren

1.	Chairman Schmick called the meeting to order at 5:30pm.

2.	Review Request from American Colloid Company for Property Tax
Refund

American Colloid had an Appeal Pending from 2010 Tax Year.  They
petitioned the state because they are manufacturing.  The supporting
paperwork agrees with the lowered rate.   PC201 Form deadline is
October 1 to have funds come back to the Town by February 2012; also
from the vocational/school districts, county, and state.

Troy talked to the Appraiser for manufacturing.  American Colloid
Company sent in personal property return and they redid their basis of
equipment for value.  America Colloid Company completed forms on their
new basis number and the original number was used by the State and did
not start depreciation over.  The original amount was taxed instead of
the reduced amount.

+At this point, it is unsure if American Colloid Company completed the
form 7057 Correction – value overstated last year to adjust amount for
one year. 

Chairman Schmick made a motion to refund money with interest from date
of check of 1/21/11 until the date we mail the check and will do this
based on Assessor’s information that we will get our money back. 
Seconded by Donavon Bradley.

Chairman Schmick motioned to adjourn at 6:03pm, seconded by Donavon
Bradley.  
3 Ayes, 0 nays.  Carried.
