TOWN OF UTICA TOWN BOARD MEETING MINUTES September 8, 2008 1. CALL TO ORDER. The September 8, 2008 meeting was called to order by Chairman Nelson Hinz at 730 p.m. at the Utica Town Hall. Nelson Hinz, Chairman; Kathy Paschke, Supervisor #1; Frederick Marohn, Supervisor #2, Betty Messerschmidt, Treasurer and Jack Clarke, Clerk were present. 14 Citizens were in the audience. 2. APPROVAL OF MINUTES. The minutes of the August 11, 2008 meeting were reviewed. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to accept the minutes. Carried. 3. TREASURER’S REPORT. Treasurer Messerschmidt read the Treasurer’s report. Receipts were $52,941.07. Disbursements were $11,192.55. The checkbook balance is $98,241.17. Supervisor Marohn, made a motion, seconded by Supervisor Paschke, to accept the Treasurer’s Report. Carried. 4. ADOPT AGENDA. Chairman Hinz read the Agenda for the meeting. 5. PUBLIC FORUM. • Two Winnebago County Sheriff’s deputies were present and asked if the residents had any concerns that they may assist in resolving. A resident asked what they should do when their mailbox is smashed. The deputies responded by asking that it be reported as soon as the residents are aware so that the Sheriff’s Department can watch for suspicious vehicles in the area. • A resident asked about the recent posting of weight limits on County Road FF. • A resident shared a concern as to the condition of roads overall. 5. APPOINTMENTS TO COMMITTEES. • RUSH LAKE COMMITTEE Chairman Hinz made a motion, to appoint Charles Kuhrt as an alternate to the Rush Lake Committee, seconded by Supervisor Marohn. Carried. • PLAN COMMISSION Chairman Hinz made a motion to appoint David Sweet to the Plan Commission, seconded by Supervisor Marohn. Carried. 6. ROAD MAINTENANCE AGREEMENT. Supervisor Paschke made a motion, seconded by Supervisor Marohn, to enter into an agreement with the Winnebago County Highway Commission for road maintenance for 2009. Carried. 7. SNOW PLOWING CONTRACT. Supervisor Marohn made a motion, seconded by Supervisor Paschke, to contract with Ripon Trucking for snow plowing for the winter of 2008/2009. Carried. 8. SALE OF FIRE TRUCK. • 1964 PIRSCH FIRST LINE ENGINE Supervisor Paschke made a motion, seconded by Supervisor Marohn, to put an ad on Ebay and in the Wisconsin Towns Association newspaper with a reserve of $10,000.00 to sell the 1964 Pirsch First Line Engine. Carried. 9. WISCONSIN TOWNS CONVENTION. No one on the Town Board is planning on attending the WTA convention in Appleton, October 5-8, 2008 10. REPORTS. 1. BOARD OF APPEALS. A. TUTTLE PROPERTY • Chairman Hinz shared that the Board of Appeals granted set back variances for the Tuttle property. 2. FIRE DEPARTMENT. • Chief Hunter stated that he and Dan Hinz were planning to travel to Burlington, WI to view the new tanker on September 9, 2008. 3. PLAN COMMISSION. A. Act on Zoning Recommendations. • Supervisor Marohn made a motion to rezone the 40-acre parcel owned by RT Farms from A-1 to Rural Recreational and Residential Mixed Use, seconded by Chairman Hinz. Carried. • Supervisor Marohn made a motion to approve the CSM for the 40-acre parcel owned by RT Farms, seconded by Supervisor Paschke. Carried. 4. EDUCATIONAL OPPORTUNITIES. A. WTA Budget and Finance Workshops, 9/18/08 in Ripon. • Chairman Hinz, Supervisor Marohn, Treasurer Messerschmidt and Clerk Clarke plan to attend. 14. CORRESPONDENCE Chairman Hinz received a letter from Shirley Gallert regarding thanking those that have served the town and are going off committees. This will be on the October agenda. Treasurer Messerschmidt received word from Pioneer Cleaning asking for a rate increase. If the town receives a proposal, it will be on the October agenda. Chairman Hinz received a letter from FRANK Inspection regarding inspecting bridges in the town. This will be on the October agenda. 15. PAYMENT OF BILLS Supervisor Marohn made a motion, seconded by Supervisor Paschke, to pay the bills. Carried. 16. ADJOURNMENT Supervisor Paschke made a motion, seconded by Supervisor Marohn, to adjourn. Carried.
